It would make sense, but that entry didn't have a reference, so it
will be proposed in the REST-LOW cluster.

As is becoming clear, these clusters aren't perfect :)

Behind-the-scenese comments:

  - Steve Northcutt ACCEPTs all candidates in the VEN-ROUTER sub-cluster.
  - Bill Wall ACCEPTs all candidates in the CERT cluster, with an
    observation that the wording is sometimes inconsistent
