I note that the IETF has a working group on developing expectations for
ISPs.

The current document is at

http://search.ietf.org/internet-drafts/draft-ietf-grip-isp-expectations-03.txt

and the working group charter is at

http://www.ietf.org/html.charters/grip-charter.html

I have not been involved in this work - I've just seen the document a
couple of times.

Stuart.
