Option B

REASONS (first choice):

Works easily into current schema for tools and DBs.  Expandable as needed and fits comfortably into the Keep It Simple process.

Option A


REASONS (second choice):

More difficult to work with, especially with the leading 0's, than Option B but much less so than Option C.  As others have already stated, it is not a given that the extra digits will ever be required.

Option C

REASONS (last choice):

Very simply way too convoluted for effective use.  Requires unnecessary reworking of most tools and DBs and is a confusing format for non-engineering customer reference use.
