REASONS (first choice):

This is a simple change and remains as consistent with the current
format as possible.  This format is easily readable and identifiers
remain a fixed length,

REASONS (second choice):

Again this is a fixed length format.  The check digit has some
advantages for reducing typographical errors, but also adds complexity
to the format.

REASONS (last choice):

W believe the identifier should remain a fixed length and this option is
variable.
